Pioneering AI-Enabled Resilience for Cyber-Physical Energy Systems

The IEEE Harbin Section Systems Council Chapter, approved in October 2025, is the first Systems Council chapter in Northeast China. Our mission is to build a regional platform connecting researchers and engineers in AI, power systems, control, and communications to advance system-level integration and AI-enabled cyber-physical energy systems. This fills a gap not covered by existing society chapters and encourages university–industry collaboration across the region.

Initial focus and activities (first 6 months):
(1) Inaugural meeting plus a technical seminar series on AI-enabled resilient cyber-physical energy systems; (2) online workshops for students and early-career researchers; (3) a joint forum with local universities and industry; and (4) establishing the chapter webpage and mailing list for ongoing communication.

First-year goals:
Organize at least three academic/technical events with 100+ total participants; invite at least one IEEE Distinguished Lecturer; recruit 10+ new IEEE members; and establish collaboration mechanisms with relevant IEEE Societies and the Systems Council.

Regional support and collaboration:
Northeast Electric Power University will provide administrative and venue support. Co-organizers include Harbin Institute of Technology, Jilin University, Northeastern University, and Dalian University of Technology. Industrial partnerships with key State Grid affiliates, such as the Jilin and Heilongjiang Electric Power Research Institutes and the Changchun Power Supply Company, will provide technical and, where feasible, financial support, ensuring sustainable operations and impact.

Coordination with IEEE PES (technical) activities:
The Chapter will collaborate with the IEEE PES Task Force on AI-Enabled Resilience of Cyber-Physical Energy Systems (under formation), serving as a regional bridge to translate its technical outcomes into member engagement, interdisciplinary workshops, and educational outreach across Northeast China.
