Over the past three months, IEEE System Council volunteers have demonstrated admirable dedication, achieving notable progress and reaching key milestones.

The 11th IEEE International Symposium on Systems Engineering (ISSE), held in Paris, France from October 28-30, 2025, was exceptionally successful. Under the expert guidance of host Omar Hammani, the event received 162 paper submissions, accepting 120 high-quality papers, with 132 attendees—a marked increase compared to last year’s 124 submissions, 74 accepted papers, and 85 participants.

Following IEEE ISSE 2025, the Council commemorated its 20th anniversary during IEEE RASSE 2025 (RASSE25), drawing together the global IEEE community to celebrate two decades of advancements in systems engineering and discuss future developments in complex systems. Anniversary festivities culminated in a formal gala at the RASSE25 Conference, succeeded by the inaugural annual Systems Council Chapter Summit. IEEE Photonics was welcomed as the newest member society, highlighted by the signing ceremony between President IEEE Photonics, Perry Shum, and the Council during the Industry Forum of IEEE RASSE 2025. These events were attended by esteemed IEEE leaders, including IEEE President-Elect, Mary Ellan Randall, VP Technical Activities Board, Dalma Novak, President IEEE Computer Society, Hironori Washizaki, President IEEE Vehicular Technology Society, Gerhard Bauch, and Chair IEEE Humanitarian Technology, Grayson Randall.

Amidst this busy period, the Fall ExCom and AdCom meetings took place for the IEEE Systems Council. The AdCom approved, and subsequently the IEEE VP TAB ratified, the Constitution and Bylaws Committee’s motion to revise the Bylaws and Constitution during the Fall meetings in New York. Officer elections conducted by the Nominations and Appointment Committee were also concluded at the AdCom meeting. It is my pleasure to introduce the newly elected officers:

  • Shiyan Hu, VP Technical Operations 2026–2027 (First term)
  • Sanjeevikumar Padmanaban, VP Education 2026–2027 (New)
  • Shreekanth Mandayam, VP Finance 2026–2027 (Second term)
  • Paolo Carbone, VP Conferences 2026–2027 (Second term)
  • Fabrice Labeau, VP Publications 2026–2027 (Second term)

As the year draws to a close and we reflect on the Council’s growth—now exceeding 66,000 registered participants over the past eleven months—I am deeply honored to work alongside such committed volunteer leaders serving our dynamic community. I encourage everyone to actively participate in the coming year and continue advancing technology for humanity around the world.

With the holiday season approaching, I extend my warmest wishes to you and your loved ones for a joyful and restful festive period. May you find time to recharge, celebrate with family and friends, and reflect on the accomplishments of the past year.
